http://www.ocregister.com/news/city-community-access-1997792-technology-curley: "MISSION VIEJO - In a case of technology versus community aesthetics, AT&T today sued the city, contending it is violating the California Public Utilities Code by not giving AT&T access to install telecommunications equipment.

The complaint contends that AT&T has for more than a year tried to gain right-of-way access to install technology necessary for 'Lightspeed' – a program to enhance its network, improve telephone lines, improved broadband and higher-speed Internet access. This system is being planned for installation in many other cities. AT&T says that a recently enacted emergency ordinance by the city denies the company access and prevents the upgrade to its program."
